The Federal State Budget Educational Institution of Higher Education “Povolzhskiy State University of Telecommunications and Informatics” was established by the Resolution of the Council of Ministers of the USSR of May 18, 1953 No. 1291 and Order No. 24 of the Ministry of Communications of the USSR of 04.01.1956.

For more than half a century, the University has been renamed several times.

The first name of the University (from 1956 to 1991) was Kuibyshev Electrotechnical Institute of Communication (KEIC).

From 1991 to 1998, the Povolzhskiy Institute of Informatics of Radio Engineering and Communication (PIIREC).

From 1998 to 2008, the Povolzhskiy State Academy of Telecommunications and Informatics (PSATI).

From 2008 to the present time, the Povolzhskiy State University of Telecommunications and Informatics (PSUTI).

The Russian Federation is the University founder. Federal Communications Agency (Rossvyaz) carries out functions and powers of the University founder.

The University consists of:

• Orenburg branch of the Federal State Budget Educational Institution of Higher Education “Povolzhskiy State University of Telecommunications and Informatics” (OF PSUTI);
• The Communication College of the Federal State Budget Educational Institution of Higher Education “Povolzhskiy State University of Telecommunications and Informatics” (CC PSUTI).

One of the main tasks of the newly established University was the training of highly qualified experts for the service of intensively developing radio communication, radio broadcasting, television and wire communication networks.

The new University started its work on the basis of the Kuybyshev Polytechnic Communication School. The first head of the University was the director of Polytechnic – Vsevolod Fedorovich Poltavtsev.

The first student recruitment in 1956 numbered 200 people for a single course “Radio communication and broadcasting”.

In 1957, a new course “Telegraph and telephone communication” was started.

Since June 1958, the head of a large radio center and participant of the Great Patriotic War, Sergey Leonidovich Sluginov, was appointed as the head of the Institute. In May 1961, the position of rector was introduced in the communications universities. Thus, Sluginov became the first rector of KEIC and worked until the end of 1981.

In 1962, a scientific research department was established in KEIC. This marked the beginning of research activity and the introduction of the latest scientific achievements into practice.

The first scientific research in KEIC is marked by work of the following scientists: L.D. Zarkhi, P.D. Berestnev, A.A. Shishkin, A.I. Rakov, Yu.V. Belotsvetov, D.D. Klovskiy.

Ten years after its foundation, in 1966, KEIC had two faculties and 20 departments.

In 1991, due to the change of the city name Kuibyshev to Samara, the opening of a new course “Radio Engineering”, and the experts training for the Volga region, KEIC was renamed the Povolzhskiy Institute of Informatics, Radio Engineering and Communications (PIIRC).

In 1996, in PIIRS two dissertational councils were opened: the first one in the fields of “Systems and equipment of radio engineering and communications” and “Antennas and microwave devices”; the second one in the fields of “Theoretical Foundations of Radio Engineering” and “Radiophysics” (in physics and mathematics). Due to the postgraduate study, dissertation councils and later doctoral studies (2000), the staff was provided with highly qualified experts and scientists. The collaboration with the Samara Institute of Radio Industry (SIRI) facilitated effective training of highly qualified personnel. This cooperation continues so far.

In the early 1990s, Bachelor and Master courses started. In 1993-1994 academic years, PIIRC began to prepare bachelors in the field of “Telecommunications”. In 1993, the Samara College of Communication and Informatics was incorporated into the Institute to realize the idea of continuing education. Many college graduates were given the opportunity to continue their education within the Institute without interruption.

At the beginning of the 1990s, the pace of industry informatization increased noticeably, for this reason a new faculty “Economics, Telecommunications and Informatics” was opened.

In 2008, after the next certification and accreditation, PSATI obtained the status of university and was renamed “Povolzhskiy State University of Telecommunications and Informatics” (PSUTI).

A significant contribution to the development of the University was made by:

From 2016 to the present time, D.V. Mishin is the Rector of PSUTI.
