The college was founded in 1949. By order of the Deputy Minister of Higher Education of the USSR, the country's first technical school of postal service was opened, that was located in the communication house on 6 storey, along Krasnoarmeyskaya Str., 17. The first director of the technical school was Vsevolod Fedorovich Poltavtsev. The first student recruitment in 1949 numbered 10 training groups or 300 people.
